Ms. Victoria M. Elangwa

Secretary

Ms.Victoria Mwanri Elangwa – CHRA, PHR and BSC expert; BA & MBA from University of Dar es salaam. Victoria Elangwa has over 20 years of leadership, coaching and strategy formulating is currently working for Tanzania Fertilizer Regulatory Authority (TFRA) which is a Government entity entrusted with the responsibility of regulating and promotion of fertilizer in terms of pricing and licensing in Tanzania in undertaking its mandated roles as Director of Corporate Services responsible for Finance, Administration, Human Resources and  Planning, managing donor funds and construction projects.

Ms. Elangwa started her HR journey with a private sector and a  Mining Giant Barrick Gold in Tanzania where she was instrumental in setting up workable systems for expatriate recruitment during start up; she then crossed over to  a state owned Monopoly Utility company TANESCO as its Head of Human Capital for over four years and successfully transitioned to a Government Department;  Medical Stores Department as Director of Human Capital and Administration for over eight  years; MS Elangwa has an immense experience in Human Resources for Health, managing Donor Relations and was in the initial team that wrote and managed the proposal for SADC pool procurement  bid for Tanzania as chairperson of MSD Tender Board; Ms. Elangwa also designed the career ladders for engineers and technicians.

Ms Elangwa is a certified Board member from Tanzania Institute of Directors MIoDT.593 and sits in the Board of World Vision Tanzania, she is also a member of the board of directors for EWURA; In a philanthropic effort to give back to society Ms Elangwa is affiliated with the BAOBAB Mastercard foundation where she mentors students from Kwame Nkurumah University Ghana; she is also mentoring emerging women leaders at CRDB Bank PLC.

Ms. Elangwa speaks and moderate sessions in EA region where her talks were voted higher than peers on performance and employee engagement; She has won the individual HR Excellence award for recognition of outstanding commitment in transformation of HR  at TANESCO and also Received Workforce Game Changer for her work in Human Resources at MSD; She has successfully led her organization to  scoop the coveted overall employer of the year award for three consecutive years in the Public Sector organized by Association and Tanzania Employers. Mrs. Elangwa is married with four children.

CHRP Florence Wanguku – KAIRA

Vice President, East Africa

CHRP Florence Wanguku – Kaira is currently Manager, Human Resources at the Kenya School of Government, in Kenya. KSG is a premier institution mandated by the Kenyan Government to build skills and competencies of the Public Sector through training, consultancy and research and providing advisory services. 

Florence enjoys a vast experience of over 18 years as a Human Resource Practitioner from both Private and Public Sectors. Her key strengths; include establishment and implementation for mentorship programs for employees, development and implementation of competency frameworks that aim to complement employee performance and productivity, as a Champion of Employee Wellness, is keen to innovate programs through employees with the aim of achieving a happy and engaged workforce. Other areas of interest have been to drive the conduct of Job Evaluation, Human Resource Planning, Succession Management, capacity development, Talent and Diversity Management, design and management of employee benefits among others.

Florence holds a Master degree in Business Administration (Human Resource Management) from Kenyatta University in Kenya, a Bachelor degree in Business Administration (Human Resource Management) from Kenya Methodist University (KEMU) in Kenya. She is a Certified Human Resource Professional (CHRP) – Kenya and also a holder of a Diploma in Human Resource Management. 

Mr. Dr, Ansu Tucker

Vice President –WEST AFRICAN REGION

Ansu S. Tucker was appointed Director General of the Human Resource Management Office (HRMO) in April, 2018. He holds a Masters of Art Degree from Fourah Bay College University of Sierra Leone, the very college he acquired his Bachelor of Arts Degree in 1991. He also has a Master of Science Degree in Public Administration from the Institute of Public Administration and Management (IPAM) and he is Hubert Humphrey/Fulbright Fellow in Governance and Public Sector Management from the Evans School of Public Policy in the University of Washington, USA. Ansu holds many managerial, professional and other educational certificates in and outside of Sierra Leone. He is a member of the Chartered Institute of Personnel and Development (CIPD), UK, and a Doctoral Candidate in Business Administration (DBA) in the Poles Paris Alternance (PPA) Business School in Paris. Mr. Tucker is also Commissioner for Oaths in Sierra Leone and the Vice President for West Africa for the African Public Sector Human Resource Managers’ Network.

Mr. Ansu S. Tucker has to his credit numerous policy inputs and has written published articles on public sector management and civil service reforms, World Bank and EU program evaluations including designing, organising and managing multi sectoral development programmes. He has over 30 years working experience as a distinguished civil servant in Sierra Leone and is currently the IMPREST Administrator for EU support to the Governance Sector in the area of Public Service Reforms for the Public Service Commission and HRMO.

He joined the Sierra Leone Civil Service as an Administrative Officer in the then Establishment Secretary’s Office in May 1993 and rose through the ranks becoming a Senior Assistant Secretary in December 2000, a Deputy Establishment Secretary from July 2005 – November 2008, in charge of discipline, leave, retirement, and pension/gratuity, etc. He briefly worked in the Ministry of Agriculture as Deputy Secretary in charge of Human Resources and was recalled to the Establishment Secretary’s Office where he became the 1st Director of HR Planning and Budgeting following the conversion of the Establishment Secretary’s Office into the Human Resource Management Office in 2008. In March of the same year, he was posted to the Ministry of Finance and Economic Development as Principal Deputy Financial Secretary (PDFS), where he served for two excellent years from April, 2016 to April, 2018, when he was appointed as Director-General, Human Resource Management Office.

 

Ansu has keen interest and deep commitment to good governance and civil service reforms. In recognition of his extensive work and passion on issues of civil service and public sector management, he has received several outstanding awards as a consummate civil servant in Sierra Leone.

Dr. Dovhani Mamphiswana

Vice President –SOUTHERN AFRICA REGION

Dr Mamphiswana holds a PhD in Social Development from the University of the Witwatersrand (2004). He obtained a BA Social Work degree from the University of Venda in 1992 and a Masters Degree in Social Work specializing in Policy, Planning and Administration from Arizona State University in the United States of America (USA) in 1995.
In his former position as Director-General of the Public Service Commission, Dr Mamphiswana steered a knowledge-based institution which is responsible for promoting the constitutionally enshrined democratic principles and values of the public service. His previous positions in the Public Service Commission since 2007 include, Deputy Director-General: Integrity and Anti-Corruption and Chief Director: Service Delivery and Compliance Evaluation.
Dr Mamphiswana was elected as a Council Member at the University of South Africa from January 2019 to December 2020.
Dr Mamphiswana has well-developed experience from working for Government, Humanitarian (NGO) and Development organizations, including lecturing at University level.
Dr Mamphiswana has published several articles and chapters in both national and international journals. His research interests include poverty dynamics, monitoring and evaluation, citizen engagement tools, public participation strategies, early warning systems or governance alert, quality assurance strategies, citizen satisfaction surveys, service delivery techniques and policy development and analysis
