CHRP Florence Wanguku – Kaira is currently the Head of Human Resources Management at the Kenya School of Government (KSG) in Kenya (KSG). The School is a premier institution mandated by the Kenyan Government to build competencies and skills development of the Public Sector through training, consultancy and research and providing advisory services.

Florence has over 18 years work experience from both Private and Public Sector. Her key strengths in Human Resource include efficient and effective management of HR processes as a General HR Practitioner in various areas. These include Policy development and implementation, Competency and Skills development, People Performance, Diversity Management, Development and implementation of Employee Wellness Programs to drive a robust and healthy, a mentor and keen to develop other mentors, HR planning, Succession and Talent Management, Job Evaluation, Pensions Management, takes keen interest and coordinate successful implementation of National and Public Service Values. Florence holds a Master degree in Business Administration (Human Resource Management) from Kenyatta University in Kenya, a Bachelor degree in Business Administration (Human Resource Management) from Kenya Methodist University (KEMU) in Kenya. She is a Certified Human Resource Professional (CHRP) – Kenya and also a holder of a Diploma in Human Resource Management.

Mr. Xavier Mrope Daudi

Deputy Permanent Secretary: President’s Office Public Service Management and Good Governance

Mr. Xavier Mrope Daudi is a visionary leader with peculiar expertise in Administration, Human Resources Management and Diplomacy coupled with vast experience in the Public Service for 30 years. Xavier Mrope Daudi served in various posts within the Government of Tanzania including Private Secretary to the Minister at the President’s Office – Public Service Management, Director of Administration and Human Resources Management at the Ministry of Finance and Economic Affairs, Executive Secretary at the President’s Office – Public Service Recruitment Secretariat (PSRS) where he pioneered  visionary leadership strategies and changes which led to achievement of the Independent Department (PSRS) established specifically to facilitate fair, competitive and effective recruitment process for Public Service employees by streamlining recruitment processes of Public servants using modern approaches in adherence to principles of equity, transparency and merits in endeavor to make PSRS the Centre of Excellence in Public Service Recruitment in the region. Mr. Xavier Mrope Daudi’s remarkable success in leadership and change Management, convinced the Appointing Authority to him to be the Deputy Permanent Secretary of the President’s Office – Public Service Management and Good Governance; and President for the Africa Public Sector Human Resource Managers’ Network.

The track record of Mr. Xavier Mrope Daudi has remarkable achievements in serving the Government and the Public at large. As Chief Executive Officer of PSRS in different ocassions he participated as a Council member for two Public Universities and chaired various Search Committees and Interview Panels for Senior Public Service Officials. He also chaired evaluation and merging process of some Public Institutions endeavours.

During his tenure at the Ministry of Finance and Economic Affairs, he has also been an inventive member of Audit Committee and Integrity Committee thereto. He was also a Human Resources Committee Member to The Open University of Tanzania, Member to Ministerial Technical   Task Group under The Civil Service Reform Program in Tanzania, Founding Team Member in the Executive Agency Central Team, Member to the Association of African Public Service Administration and Management Member (AAPAM), and Member to the Africa Public Service Human Resource Managers’ Network (APS-HRMnet) for which he holds The Presidency Seat in the later.

 Mr. Xavier holds a Master of Arts (MA) in Public Administration, a Bachelor of Arts in Public Administration and Political Science both honoured from The University of Dar es Salaam, and   PGD in Diplomacy and Information Technology from the Mediterranean Academy of Diplomatic Studies of the University of Malta.

Dr. Najat Zarrouk, is President to the International Association of Schools and Institutes of Administration (AISIA),and Director of Development Branch, and of the African Local Government Academy of the United Cities and Local Government of Africa (UCLG-Africa) based in Rabat, where she has been working since 2016.
She has 39 years of experience in the Public Service at national, continental and global levels, in particular as a former Civil servant in the Ministry of the Interior of Morocco where she served from 1983 to 2014, including as Governor, Director of Training.

In 2009, she was appointed member of the Board of the Arab Women's Leadership Institute (AWLI) where she served until 2012, as well as member of Women’s Democracy Network (WDN). They are Networks supported by the Government of the United States to empower women and girls in the Arab Region.
From 2010 to 2017, she served as member of the UN Committee of Experts on Public Administration (CEPA), including as the Chairperson of this Committee in 2012 and 2013. She served also as a member of the Sub-Committee of CEPA in charge of the Evaluation of the nominees to the United Nations Public Service Award (UNPSA).


In August 2018, she was elected Vice-President of the African Public Service Human Resources Managers Network(APS-HRMNet). In July 2019, she was elected member of the Board of the International Association of Schools and Institutes of Administration(AISIA) for the Term 2019-2022. On 21 February 2020, she was appointed Chairperson of the Steering Committee of the International Commission on Accreditation of Public Administration (ICAPA) education and training programs of AISIA.


She chaired or served in many ministerial or inter-ministerial committees in charge of devolution, simplification of administrative procedures and moralization of the public service, promotion of investments, promotion of childhood conditions, mainstreaming gender approach, and modernization of human resources management at sub-national level.
She has authored a number of essays and articles on issues related to public administration and public service. In 2008, she published a book on trade and
development, from the General Agreement on Tariffs and Trade (GATT) to the WorldTrade Organization.


She received her Ph.D. in Political Sciences from the University Mohammed V of Rabat (International Relations option) and is also a graduated of the National School for Public Administration of Rabat (Honor Student) and holds a Master degree from the University of Paris I (Pantheon-Sorbonne) in International, European and comparative studies.


She received many national, regional, and international recognitions and awards for her commitment and outstanding for the Public Service, namely: the UN Public Service Award (UNPSA), First Place in Africa (2013), the National Order of Merit – Exceptional Degree from His Majesty King Mohammed VI of Morocco (2013), the OP DWIVEDI Award from AISIA (2015), and the Gold Medal 2018 from the African Association for Public Administration and Management(AAPAM) (2018).
