It is such a profound honor for me to serve as the Deputy President of the Africa Public Sector Human Resource Managers' Network (APSHRMNet). Currently, I work as the Manager Human Resource Management at the Uganda Registration Services Bureau within the broader Public Service of Uganda. I bring over a decade of experience in human
resource management.

Previously, I held the role of Principal Human Resource Officer at the Ministry of Public Service in Uganda. I am exceedingly humbled to have been elected Deputy President during the 8 th annual conference in Nairobi, Kenya.

My academic background includes a Bachelor of Arts in Social Sciences and a Masters degree in Management Studies with a focus on Human Resource Management. I am also a
Prince 2 certified project manager and a certified human resource analyst recognized by
the International Management Institute of India. As a professional fellow of the University
of Liverpool and a pioneer member of the Commonwealth Scholarships Commission’s
Alumni Advisory Panel, I am committed to continuous learning and global collaboration.

Serving you in this capacity is an absolute privilege. I am deeply committed to fostering
collaboration and innovation within APSHRMNet. Together, as human resource
practitioners across this magnificent continent, we have the power to determine and drive
the pace of economic growth and social transformation.

Recognizing the pivotal role of the Public Service in shaping the development of the African
continent, I understand the significant responsibility placed on human resource managers.
We are tasked with defining the skills set required, the necessary experience, and the
competences through strategic job designs.

I invite you to join us on this journey of collaboration, innovation, and transformative

Ms. Savia N Mugwanya

Savia is a Human Resource (HR) Management and DevelopmentNspecialist, with extensive experience in enabling service delivery oriented people relationships within the Public Service. She has been instrumental in supporting professional growth of human resource managers and continues to nurture upcoming HR management professionals through mentoring, coaching and other knowledge transfer and capacity building initiatives.
Savia has supported several Uganda Public Service Reform initiatives through supporting the development, review and monitoring of implementation of human resource management policies, procedures and systems in Government institutions, including an automated human resource management information
system. Has supported the nurturing of customer oriented attitudes and re branding services delivered by the Ministry. She received an exemplary service award and commendation for effectively supporting reform initiatives.
She is currently a Commissioner Human Resource Management in charge of CSCU, is a member of the appointments board for Uganda ‘s Ombudsman-The Inspectorate of Government, and holds the Presidency Seat for the Africa Public Sector Human Resource Managers Network. A graduate of Makerere University and the Uganda Management Institute in the professional fields of Social Work and Social Administration and Human Resource Management at bachelors, post graduate and masters levels.

Dr. Najat Zarrouk, is President to the International Association of Schools and Institutes of Administration (AISIA),and Director of Development Branch, and of the African Local Government Academy of the United Cities and Local Government of Africa (UCLG-Africa) based in Rabat, where she has been working since 2016.
She has 39 years of experience in the Public Service at national, continental and global levels, in particular as a former Civil servant in the Ministry of the Interior of Morocco where she served from 1983 to 2014, including as Governor, Director of Training.

In 2009, she was appointed member of the Board of the Arab Women's Leadership Institute (AWLI) where she served until 2012, as well as member of Women’s Democracy Network (WDN). They are Networks supported by the Government of the United States to empower women and girls in the Arab Region.
From 2010 to 2017, she served as member of the UN Committee of Experts on Public Administration (CEPA), including as the Chairperson of this Committee in 2012 and 2013. She served also as a member of the Sub-Committee of CEPA in charge of the Evaluation of the nominees to the United Nations Public Service Award (UNPSA).


In August 2018, she was elected Vice-President of the African Public Service Human Resources Managers Network(APS-HRMNet). In July 2019, she was elected member of the Board of the International Association of Schools and Institutes of Administration(AISIA) for the Term 2019-2022. On 21 February 2020, she was appointed Chairperson of the Steering Committee of the International Commission on Accreditation of Public Administration (ICAPA) education and training programs of AISIA.


She chaired or served in many ministerial or inter-ministerial committees in charge of devolution, simplification of administrative procedures and moralization of the public service, promotion of investments, promotion of childhood conditions, mainstreaming gender approach, and modernization of human resources management at sub-national level.
She has authored a number of essays and articles on issues related to public administration and public service. In 2008, she published a book on trade and
development, from the General Agreement on Tariffs and Trade (GATT) to the WorldTrade Organization.


She received her Ph.D. in Political Sciences from the University Mohammed V of Rabat (International Relations option) and is also a graduated of the National School for Public Administration of Rabat (Honor Student) and holds a Master degree from the University of Paris I (Pantheon-Sorbonne) in International, European and comparative studies.


She received many national, regional, and international recognitions and awards for her commitment and outstanding for the Public Service, namely: the UN Public Service Award (UNPSA), First Place in Africa (2013), the National Order of Merit – Exceptional Degree from His Majesty King Mohammed VI of Morocco (2013), the OP DWIVEDI Award from AISIA (2015), and the Gold Medal 2018 from the African Association for Public Administration and Management(AAPAM) (2018).
